Retain separate modified states per Program × Scope combination

Steps

  1. 1Navigate to Program A, Scope 1 and modify a view (e.g., add column X).
  2. 2Verify asterisk and Save/Reset visible.
  3. 3Switch to Program A, Scope 2 and modify the same view differently (e.g., remove column Y).
  4. 4Verify asterisk and Save/Reset visible with the Scope 2 modifications.
  5. 5Switch back to Program A, Scope 1.
  6. 6Verify the original Program A, Scope 1 modifications (column X added) are restored, not Scope 2's.

Expected result

Each Program × Scope combination maintains its own modified state independently.
